Debeka premium increase 2025

Debeka will implement a significant premium increase of over 201,000 euros on January 1, 2025. Civil servants will be particularly affected.
The premium adjustment in 2025 is necessary to account for rising healthcare costs and maintain comprehensive coverage for policyholders. 1. Why are there contribution adjustments?

Premium adjustments in private health insurance (PKV) are frequent and based on various factors. Generally, private health insurers are only permitted to increase their premiums if expenses, i.e., the costs of medical treatments, change significantly. The following reasons can lead to such adjustments:

  • Medical progress: New, often costly treatment methods or medications improve the care of insured persons, but also increase costs.
  • Increasing life expectancy: Average life expectancy is continuously increasing, due to better living conditions, medical advances, and improved healthcare.
  • Inflation: General price increases in the healthcare sector, for example for doctors, clinics or medications, also affect the contribution amount.

2. How can policyholders react to Debeka's premium increase?

For many policyholders, a premium increase represents an additional financial burden. However, there are various ways to respond to it:

  • Tariff change or optimization: As an insured member, you can switch to a more affordable tariff within Debeka without losing your accumulated retirement savings. This right to switch is enshrined in the German Insurance Contract Act (Section 204 VVG). It's worthwhile to review your own needs and existing insurance coverage to identify potential savings. Civil servants insured under the "old P tariffs" should consider the new "B tariffs.".

  • Increase your deductible: Increasing the deductible can lead to a reduction in monthly premiums. In this case, policyholders bear a larger portion of the costs themselves, which lowers the premiums. Generally, Debeka does not offer deductible options for civil servants with premium adjustments.

  • Switching to a different private health insurance company: Switching to a different private health insurance provider is an important step that should be carefully considered. Several aspects need to be taken into account to avoid unexpected disadvantages:

    • Retirement provisions: When switching from Debeka to another private health insurance provider, pay attention to the age-related reserves. For contracts concluded after 2009, the transfer values are passed on to the new insurance company, which lowers the premiums in the new policy.

    • Health check: The new insurer conducts a health check when switching providers. If the insured's health has deteriorated since the original policy was taken out, higher premiums or even a rejection of the application may result. Furthermore, risk surcharges may be applied for pre-existing conditions.

    • Benefit limitations and exclusions: In the first few years after switching providers, certain benefits may be restricted, such as dental treatment schedules or limitations. Some benefits may be excluded, particularly if you have pre-existing health conditions. It is important to carefully review the terms of the new contract to ensure that you do not lose any essential benefits.

    • Tariff comparison and range of services: Not only the price, but also the range of services is crucial. Cheaper policies may offer fewer benefits or have limitations that could be problematic in case of illness. A thorough comparison of the benefits offered by your old and new insurance policies should be conducted before switching to ensure you have the desired coverage.

    • Seek advice: Switching private health insurance providers is often complex. Therefore, it's advisable to seek support from an independent insurance broker or advisor.
